Central Planning and Supervisory Committee

Central Planning and Supervisory Committee

 

 

1. The Central Planning and Supervisory Committee has nineteen directors. The Committee is renewed by one third every year.
 
 
 

2. Each regional or inter-regional area has a quota of the total number of directors assigned to it, in proportion to the number of CAI members belonging to the area on 31 December of the Club year preceding the elections; the elected and non-elected delegates of the local branches of each regional or inter-regional area elect the assigned directors locally in the way established by the general regulations.
 
 
 

3. Former general presidents and the president of the Club Alpino Accademico Italiano are entitled to take part in and speak at the meetings of the Central Committee.
 
 
 

The Central Committee’s tasks
 
 
 

1. The Central Committee is in charge of political-institutional planning and of auditing the results thereof; during the financial year, it evaluates the adequacy of the resources assigned and correspondence between the results of the management compared to the programmes adopted by the Assembly of Delegates; it performs the tasks assigned to it by the Assembly itself. It also has to:
 
 
 

a) approve the programmes of the Club Alpino Italiano to be submitted to the deliberations of the Assembly of Delegates;
 
 
 

b) draw up, collate and reorganize proposals to modify the Charter, prepared at its own initiative, at the initiative of the Central Administration Committee or of at least one fifth of the delegates; it submits the text to the deliberations of the Assembly of Delegates;
 
 
 

c) adopt the general regulations for implementing the Charter; at the proposal of the Central Administration Committee, it adopts the organizational, administrative and accounting regulations and any other regulations required for the operations of the central bodies or foreseen by the Charter;
 
 
 

d) approve the rules and regulations, and variations thereto, of every local CAI branch;
 
 
 

e) approve the CAI’s balance sheets;
 
 
 

f) at the proposal of the Central Administration Committee, it deliberates on the CAI’s membership, partnerships or agreements with national or international institutions of any kind with similar purposes to its own; it nominates its own representatives;
 
 
 

g) deliberate, at the proposal of the Central Administration Committee, on the formation and on participation in joint stock companies, for economic activities in support of the Club’s official goals; it designates the representatives in the organs of the company;
 
 
 

h) propose to the Assembly of Delegates the appointment of honorary members and the assignment of CAI orders of merit to people or bodies that have distinguished themselves in the world of mountaineering and climbing or in the Club Alpino Italiano itself;
 
 
 

i) at the proposal of the Central Administration Committee, it sets up, confirms, unifies and revokes - as Central Technical Teams – commissions and other bodies destined to perform specific functions; it elects the members thereof and decides when their term comes to an end; it approves the yearly activity programmes;
 
 
 

l) assigns tasks to its members.
 
 
 

2. The members of the Central Planning and Supervisory Committee take part in the sessions of the Assembly of Delegates; they are entitled to speak in these but not to vote.
 
 
 

How the Central Planning and Supervisory Committee works
 
 
 

1. The ordinary sessions of the Central Planning and Supervisory Committee are held at least once every quarter; extraordinary sessions can be held whenever the Central Administration Committee deems it necessary or when a request to that effect is made by at least one third of the members of the Central Planning and Supervisory Committee or by the National Board of Auditors.
